Isn't fighting crime and having a skilled workforce more important than a quota system?
After all, it's merit that matters!
The news article in question is about four police officers who were not granted promotion because of their race.
It didn't matter that they were the ideal candidate for the job, oh no no no!

Incidentally, isn't the country complaining about lack of doctors and engineers? Is that related to this 'leave it vacant' policy?
